Description: The Bundled Wind Power Project is a 25.5 MW grid-connected renewable energy initiative developed by Cabeólica S.A., comprising four onshore wind farms distributed across the islands of Santiago, Sal, São Vicente, and Boa Vista in Cape Verde. Each site uses Vestas V52-850 kW turbines, with a combined annual output of approximately 98,300 MWh, feeding directly into the respective island’s independent grid . ● Santiago Wind Farm (11 turbines, 9.35 MW) is located ~8 km northwest of Praia, near Monte São Filipe. ● Sal Wind Farm (9 turbines, 7.65 MW) is located ~6 km southeast of Espargos, near the Pedra de Lume salt flats. ● São Vicente Wind Farm (7 turbines, 5.95 MW) is located ~6 km southwest of Mindelo, in the Ribeira da Juliana area. ● Boa Vista Wind Farm (3 turbines, 2.55 MW) is situated ~5 km northwest of Sal Rei, in the Norte region. The project displaces fossil-fuel-based power generation (mainly diesel and HFO), reducing GHG emissions by an estimated 64,312 tCO₂e/year, calculated using island-specific combined margin emission factors. The project improves energy security, reduces air pollution, and contributes to Cape Verde’s climate goals, while delivering local employment and technical capacity-building within a Small Island Developing State (SIDS) context. Baseline Scenario & Emissions Baseline: Electricity on each island is supplied by diesel/heavy‑oil power plants. Calculation Method: BEy = Egen,y × EFgrid,CM,y Egen,y: Net wind generation dispatched to grid in year y (MWh) EFgrid,CM,y: Combined‑margin CO₂ factor (t CO₂/MWh), determined per island via TOOL07 (simple OM, ex ante 3‑yr average). Environmental Safeguards ● Biodiversity: Pre‑construction surveys; annual monitoring of key species and habitats. ● Ecosystems & Services: Protection of ecological corridors; no‑net‑loss implementation. ● Water: Erosion‑control measures on access roads; zero large‑scale withdrawals. ● Forests: Turbine siting outside forested areas; restoration of any disturbed vegetation. ● Soil: Topsoil stockpiling/replacement; slope stabilization on service tracks. ● Climate (Carbon Stocks): Baseline carbon‑stock surveys stratified by land‑use; periodic land‑use checks. Social Safeguards ● Socio‑cultural: Participatory land‑tenure mapping; free, prior & informed consent (FPIC) for all right‑holders. ● Livelihoods & Equity: Local hiring (construction & O &M); youth training programs; priority for local suppliers. ● Biodiversity‑Related Risks: Assessment of impacts on protected areas, threatened species, hydrological services, and community‑valued sites. ● Baseline & Monitoring: Community‑led socio‑economic and biodiversity surveys to establish baselines and track impacts. ● Governance & Rights: Clear carbon‑rights MOUs with island councils; grievance mechanism; no involuntary resettlement; full legal compliance and annual ESMP reporting.
